Didn't President Bush ban embryonic stem cell research?

No.  President Bush reaffirmed a previous policy, after President Clinton left office, known as the Dickey amendment, which denied  the National Institutes of Health from publicly funding research using human embryos. (http://www.whitehouse.gov/news/releases/2001/08/20010809-2.html)

There is no ban on embryonic stem cell research or human cloning.
